Two Tier A two-tier payment system has been implemented at the Cowichan Aquatic Centre. A two-tier payment system charges a different usage rate to those who pay toward facility costs, versus those who do not pay toward the facility. The two-tier system has been implemented on the basis that some local governments contribute to the capital, operational and debt costs of the aquatic centre, while other local governments do not. Residents or members of those local government areas who contribute are able to receive an Access Card at no cost and register for programs. Residents of local government areas who do not contribute will have the option to either pay higher admission fees or pay for an Access Card, granting them access to discounted admission fees and giving them the opportunity to register for programs.
